About Oswaldtwistle Mill
Oswaldtwistle Mills Home & Lifestyle Centre is a multi-award-winning shopping destination set in lovely grounds, offering a unique blend of retail therapy and leisure, with a large outdoor picnic area and a free, well-stocked wildfowl reserve. The former weaving mill has over 100 retailers showcasing famous name brands and several eateries. The Heritage Centre is housed within the mill, and thanks to funding through a grant from the National Lottery Heritage Fund, visitors will be able to engage with their heritage and the stories of survival of the mill.

We are seeking a part-time freelance Multi-Lingual Project Officer for our National Lottery Heritage Fund project, Oswaldtwistle Mills Education and Heritage Project. One of the key project commitments is to engage South Asian heritage people in Hyndburn with Oswaldtwistle Mill to include their stories within the collection.
The role holder will work closely with regional voluntary sector organisations.
This exciting and varied role will be key to engaging Asian women and allowing them to contribute to and participate in the education and heritage Project.
We are looking for someone to develop information sessions and workshops to capture the stories of Asian women who worked at the local mills, so their stories can be included in the collection and shared with the community.
Key Deliverables:
- Build relationships with the female Asian community groups to promote workshops and clinics.
- Identify innovative ways to engage.
- Attend workshops and provide on-site support to participants.
- Capture the stories.
- Externally, ensuring effective coordination and sharing of information.
About the invitation to tender
Proposals are welcome from individuals or consultancies with an understanding of heritage, a proven track record of working within funded projects, and experience of interpretation.
To be considered, please show how you meet the following minimum criteria:
- Proven experience in outreach or community engagement.
- Excellent communication and interpersonal skills.
- Multilingual abilities, especially in Urdu.
- Passion for empowering underrepresented communities.
- Ability to work collaboratively and independently.
- Strong organisational skills to manage participant recruitment and event logistics.
- Proven track record of working effectively at the grassroots level, engaging with South Asian and minoritised communities, and in particular with women.

The proposal should cover the following points:
- Your understanding of the brief.
- An outline plan including key deliverables
- Details of staff allocated to the project, together with the experience of the individual staff members in carrying out similar projects. The project manager/lead contact should be identified.
- Your relevant experience in similar projects, including examples of previous work.
The contract will begin in September 2026 and will run for 12 months. The anticipated budget is £13,000, including all expenses and VAT. The payment schedule will be:
- 33% on signing the contract
- 33% in April 2027
- 33% on completion of the project
